asking for visa on arrival

Dear Whom it may concern, i have asked about visa on arrival or e-visa on behalf of my 4 American clients, do they need to apply e-visa from website or they don't need to do it? Can they asking for visa on arrival at Hanoi airport while they arrive? if not can i apply and use my credit card to pay for them? but i will not travel with them.
