process of getting business visa

We would like to inform that in the first of the year. There is some new rule from the Immigration Dept. So at that time, the Immigration Dept do not accept process business visa anymore, you can get tourist visa normally .However, you also use tourist visa for entering into Vietnam for attending any meeting or working ( except to work at offshore) .
