Visa

Hi, i am from the Philippines and a bit confused about vietnam visa, it says that no vietnam visa requirements if i will stay less than 21 days but after i have to have a visa. But i read other information and been routed to vietnam-evisa.org and i been asked to fill up info and been asked how many days and service fee of 19usd, i actually paid and had an approval already, i will stay for max of 3 days but my friend says that no visa requirements for Filipino. I overlook already and i doubt now if i did the right thing and if nit will i refund the miney i paid if really no visa for Filipino. Please check. Thank you
