Firstly, do you see Vietnam in the list of countries which you are allowed to enter on the back side of your card? If yes, you can use it to enter Vietnam without visa

Secondly, as we mentioned, your current card is referenced to your old passport and you had already renewed it so you must apply for visa if you want to enter Vietnam with your new passport. Or please apply for new APEC card with your new passport number then you can use it to enter Vietnam without visa
