can i carry Invitation letter instead of approval letter?

My friend from Vietnam sent me an invitation letter. He said i can take that letter with me instead of approval letter after online application. Is that right? He said later i just have to submit the stamp fee at the airport thats it.
Please guide me regarding this and explain me whats the right thing to do

We would like to inform with you that in case you have been sent the diplomatic invitation letter from Government then you can enter Vietnam without getting a Visa.
As usually, there are 2 ways to get your visa.
1. you apply online with us then you can receive your approval letter which will be submitted at the landing counter to get your Visa.
2. You can go to Embassy which is located in your country to get yours.
