I want to apply for e-viza on March 2019. We are flying to Vietnam on 15/03/2019. Will we receive an e-visa if the e-visa program ends in February 2019?

You can apply from 1 month to 3 month single/multiple entry - Business type at https://www.vietnam-evisa.org/apply-visa.html for visa on arrival online
It take 4 working days to process the approval letter, then send it via your email to get visa done upon arrival
