Exit visa for Philippine passport for newly replaced passport?

Was wondering if you lose your Philippine passport which doesn’t require a travel visa and get it replaced with a new one do you still need to get an exit visa since we didn’t need a visa in the first place? If so, how long does that process take. Thanks!!
