At Ho Chi Minh do we need visa on arrival or is it "in transit"

Dear Sir/Madam,
If you enter in HCM first, you have to get the visa stamp there. As from HCM to Hanoi, there is only domestic Airport, so you cannot get the visa stamp in Domestic Hanoi Airport.
