Now the stamp fee, is this fee paid upon arrival in Vietnam? and does it have to be in US Dollars $25 or can it be paid in Vietnamese currency?

The stamping fee is the compulsory fee which every applicants have to pay in cash for Vietnam Immigration at the airport to get visa stamp. It can be paid in USD or VND or any strong currency. But to avoid high exchange rate, you should prepare it in USD.
