my husband is escaping the typhoon in Hong Kong and had to travel from hong kong to thailand with a 2 hour stop over in Da Nang airport. He will not be entering the country just waiting while they refuel the plane. I hope he does not need a visa for this.

We understand that he just transits in Viet nam only. In this case, if he just comes and does not leave Vietnam airport, no need to apply visa.
