We fly out to Cambodia but stop in Ho Chi Minh for 40 mins, does this class as entering the country once, as we will be travelling around Vietnam after Cambodia and wondering if we would still require a visa?

You should ask the airline you fly with to know whether you need a visa at the first arrival. You will need a visa to Vietnam at the second visit if your nationality is not in the exemption list.
