Dear Dir/Madam,
In June-July, 2016 I will be flying Vietnam Airlines from China to Australia, and back.
I have a 3-hour-layover on June 29, and a long one (18 hours) on July 14.
I am German; do I need a visa?

Thanks for your question.
According to The Vietnamese Immigration's Regulations, from July 1st 2015 to June 30th 2016, German have 15 days Vietnam Visa exemption if they did not enter the country within last 30 days. Because you will arrive in June-July, we are not sure that you can arrive without Visa. We still do not receive any confirmation from The Immigration Department.
You can apply for Visa for sure, the service fee for 1 month single entry Visa is 19USD only and the processing time is 2 working days.
