I am applying for a visa on arrival for 90 days multiple entry.
I am not sure how many of those 90 days I will be in Vietnam and so don't want to book a departure ticket (flight or bus).
Do I need a departure ticket when applying for the visa or to be able to enter the country?
Please let me know as soon as possible.

Dear Andre Rall,
You can enter VIETNAM without return ticket
Kindly make sure you should leave the country before your visa is expired to avoid penalty for overstay
