The 4 entries you mentioned are both in Vietnam, so one month single entry visa is good enough. Please note that VOA (visa on arrival) is applicable for air travel only. If visitors would enter Vietnam by land or sea, they need to apply for a regular visa or an e-visa (if their nationality is eligible for a Vietnam e-visa).
