What do you mean a visa less than 1 month visit with 2/3 entry fees? Is this meant an entry to Hanoi and than fly to Ho Chi Ming City airport for a second entry within a month? or does it meant entry from International airport second time in a month?

Example: I Fly from USA to Hanoi and take a tour for 7 days and than fly from Hanoi to Da Nang and tour for 5 days than fly out from Ho Chi Ming City airport to Bangkok. Is this consider two entry?

In your case, you just need to apply for single entry visa. As all the place you visit is all in Vietnam. If you go out and re-enter Vietnam, you need to get multiple entry visa.
