I will be arriving in Vietnam on Nov 8, 2018. How soon can I apply for a visa? I will need a double entry visa as I am going to Cambodia and then returning to Vietnam. How much will the visa cost?

Dear Mr. Robert Gault,
It normally takes only 2 working days to process the visa approval letter. You can apply for a multiple entry visa if you enter Vietnam more than once.
The visa fee depends on your nationality, your length of stay and purpose of entry. For instance, if you apply for the tourist visa with 1 month multiple entry, the service fee is 24USD/pax (paid online) and the stamping fee is 50USD/pax (paid in cash at the arrival airport).

Thank you for your response. If I apply for the e-visa now (Nov 17) will it be valid one year later (Nov 18) or should I wait until 2018?
