I will be arriving on a cruise ship from Singapore and visiting two ports in Vietnam . We will be one day in each port and are tourists . Can we use the Vietnam Visa on Arrival process or is this only for airport arrivals ?

Yes, the Evisa is just accepted when traveling by plane only. In this case, you have to apply the visa at the Vietnam Embassy in your living country.
