I just read about a NEW policy for cruise passengers that allows a $5 fee if you get off the ship for an excursion on land in Vietnam. This is supposedly a return to an old policy after local travel agency complaints that a more complex and costly system is not good for the tourist industry there. Can you validate this new policy and tell me when it became effective? The article says Jan. 1 but does not say what year.

If this is valid, how does it work? Do we handle it on board or as we get off the ship?
