US citizens 1 month single entry still available?

We would like to inform that  there is Small Change for US Nationality (Effective Aug 25 2016).  Americans visiting Vietnam are only able to apply for a One Year Tourist Multiple Entry Visa (90 days maximum per visit).  Therefore, the fee for this visa type is $100 per person (excluding the stamping fee $135 per person).

For people who have visa approval letter before Aug/25 with single entry, they only need pay 25USD/person and get single visa for 90 days. But if they hold multiple entry visa letter, they still have to pay 135USD for stamping fee at the airport. All applicants applying visa after Aug/25 to present, they only can get 1 year multiple visa.
