My flight plan is as follows:
Arriving in Ho chi Minh from Frankfurt 8. Feb 2019
Stay in Vietnam untill the 21st. Feb 2019
Fly to Manila on 21 or 22.Feb2019 returning on 18.Mar.2019 to Vietnam from Manila
Stay in Vietnam from 18.mar.2019 - 24.mar.2019
Fly back to Frankfurt on 24th of March 2019.
Do I need a visa? How to proceed

Dear G. Apro,
With Germany passport holders can have 15 days visa exemption if you don't enter VIETNAM 30 days before and your passort must be valid more than 6 months
If you have all condtionals above, you can enter VIETNAM from 8th FEB until 21st FEB without visa
The second entry from Manila to VIETNAM, you should apply visa at this link https://www.vietnam-evisa.org/apply-visa.html to re enter VIETNAM
