According to the Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Republic of India on the Conditions of Accession of Citizens of the Parties signed on 7 September 1994, effective from 23 March 1995 until now:

- Exemption of visa is granted to bearers of diplomatic passports or official passports with a stay duration not exceeding 90 days. Temporary stay may be delayed at the request of the Pentagon, CEMA.

- Members of the diplomatic missions, consular posts, international organizations and their spouses and children living with them, carrying diplomatic passports and official passports shall be granted residence visas valid throughout the working term as requested in writing by the diplomatic missions or consulates.

- The person carrying a business trip shall carry out a business or official visit by a diplomatic mission or consular office of the other party, or in transit and exit (if necessary) within the time limit of seven working days from the date of receipt of all required documentation in accordance with the laws and regulations of the country where the visa was issued, including invitations issued by the host country.

In conclusion, any ordinary passport holders entering Vietnam without the Indian goverment sponsor must apply for valid Vietnam visa before travelling.
