Regulation on management foreigners who transit into Vietnam to travel

The regulation on management foreigners who transit into Vietnam has been announced accompany with decision No 1279/ 2002/QD-BCA by the Minister of Public Security.

Foreigners who transit into Vietnam contain those who enter into transit area at the international Vietnam bounder gate for waiting to exit to other countries.
Vietnam transit area is the place for foreigners to stay in allowed time at the international Vietnam bounder gate.

This regulation only control transiting’s foreigner cases into Vietnam at the international bounder gate of airport or seaport to travel in Vietnam.

Foreigners who want to enter Vietnam to travel must be sponsored by Vietnam travel agents and must complete proposal dossiers to be accepted by the immigration. The immigration manager will grant tourism certificate for foreigners to travel in Vietnam. In such case, foreigners are permitted to travel in Vietnam.


The tourism certificate is not more than 5 days validity. People who are named in tourism certificate are allowed to stay in Vietnam in validity day and must leave in permitted time.
Foreigners who transit into Vietnam must obey with Vietnam law on temporary stay and join activities such as program that travel agents has registered in advance and act follow these agents’ instructions and do not be settled combination with other purposes.


Foreigners who transit into Vietnam bounder gate to travel must agree with Vietnam travel agents about programs in advance or when they come in the international Vietnam bounder gate.
The procedure for foreigners who transit into Vietnam at the international bounder gate includes:

  •  Transit application form( issued by the Immigration management)
  •  Passports, visas, airport or boat tickets to enter other countries
